A Letter to All CCUI Employees

Dear colleagues,

Happy New Year to everyone!

As we begin 2020, China is facing a challenging start due to the severe outbreak of the novel coronavirus (COVID-19) pneumonia. In this silent battle, the government has implemented a series of prevention and control measures, and various sectors of society have lent a helping hand. The unity and determination of our people to overcome difficulties have continued to grow stronger. We believe that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, with the orderly and effective actions of the government, and with the unity and cooperation of all Chinese people, we will surely work together to win this battle against the epidemic.

At this critical moment, CCUI will adhere to the principle of "doing both jobs at once," focusing on both epidemic prevention and control and our annual work plan.

On one hand, epidemic prevention and control are the prerequisites for all work. We firmly implement the decisions and arrangements made by the Party Central Committee and the State Council regarding epidemic prevention and control. In accordance with the requirements of the Shanghai Municipal Party Committee and the municipal government, we have actively carried out epidemic prevention and control work. On February 3, the company held a teleconference of senior executives, establishing an Epidemic Prevention and Control Leadership Group, which has taken a series of measures, including daily monitoring of employee health information, home isolation for returnees to Shanghai, temperature monitoring after returning to work, staggered work hours starting from February 10, maintaining the cleanliness and ventilation of office premises, avoiding in-person meetings, reducing and encouraging the temporary suspension of outside visitors, reducing and generally not arranging business trips, and other epidemic prevention and control measures. On February 6, we conducted disinfection of office areas. We are monitoring, investigating, warning, and controlling the epidemic, safeguarding the health and safety of our employees, and fulfilling our responsibility to our employees, the company, and society.

On the other hand, while conducting epidemic prevention and control, we are making arrangements for business operations. Based on the summary meeting held on January 19, CCUI's work in 2020 will focus on four key areas: ensuring the start of construction and the establishment of Alps China Company at Wuxi CRRC Science and Innovation Park, advancing the preparation of the Hainan Media Integration Fund and the Shenzhen Shipping Fund, expanding our cultural business in Beijing and other regions, and carrying out infrastructure construction at Xuzhou Logistics Park. We have clearly defined responsibilities, project teams, and performance-oriented goals. In light of the impact of the epidemic on our work in specific areas, we have made thoughtful assessments and adjusted work plans accordingly. While clarifying responsibilities, we are also promoting unity and cooperation. The company is working together as one, forming a unified opinion, and steadily advancing.

During the Spring Festival, Beijing Commercial Management Company held an online meeting to arrange and deploy epidemic prevention and control as well as key tasks in the near term. This includes actions such as collecting outstanding sponsorship payments, handling VIK materials, preparing for the board of directors, and following up on large-scale activities and cultural projects. At the same time, Xuzhou Company organized meetings to analyze the epidemic situation, discuss and arrange the company's current and post-restart work plans, and clarify the work goals for project fund recovery and the implementation of new project contracts.

Overall, in 2020, the company will firmly adhere to its key directions without wavering. We will continue to push forward with our key projects according to our established plans. The way we work during the epidemic may change, but our work ethic remains constant. We should adopt a more solid and pragmatic attitude, maintain close communication with our teams and partners, and promote business development. We will focus on our existing business while approaching new projects with caution. In terms of funds, we should emphasize the expansion of overseas businesses to mitigate systematic risks in domestic businesses.

The current pandemic challenges our resilience as a company. In the face of systemic market shocks, only true gold remains unaffected by fire, and only a team with execution power, adaptability, responsibility, and unwavering confidence can overcome such tests and move towards a better future.

First, we must take epidemic prevention and control as our responsibility and contribute to development. In response to the central government's call for "preventing and controlling the epidemic with one hand and promoting economic development with the other," CCUI has developed comprehensive plans for all aspects of business development based on epidemic prevention and control measures. We will achieve our performance targets and contribute to economic development. Although the current overall economic development is facing some difficulties due to the impact of the epidemic, we must remember that China's economy has enough resilience and the current situation does not change the long-term development trend. We should focus on the long-term, maintain our confidence, and face the challenges with a cautious and optimistic attitude to ultimately achieve victory.

Second, we must set clear goals and ensure implementation. The impact of the epidemic has slowed down the development trend, and business communication is not as smooth as before. In this situation, CCUI should adhere to the principle of "clear division of labor, thorough discussion, detailed plans, and strict implementation" in all work, encouraging cross-regional work communication through internet communication tools. In this flexible working mechanism, colleagues should diligently complete their work schedules and keep work logs to ensure high-quality work results.

Third, we need to adjust our investment strategy reasonably and turn challenges into opportunities. Under the circumstances of the epidemic, there are opportunities amid the crisis. While offline economies are facing challenges, many industries, such as technology, unmanned services, and online services, are experiencing vigorous growth. CCUI actively seeks market opportunities, adjusts its business layout and investment strategy based on its own development characteristics, and focuses on projects that can provide long-term and stable cash flow. We will concentrate our investments in areas such as AI, biotechnology, fundamental research, unmanned systems, 5G, and intelligent application development.

CCUI is an organized, responsible, and powerful team. For the country, when the nation calls, we must spare no effort; for our cause, we have action, responsibility, and ideals. In this special period, we will persistently carry out both epidemic prevention and control and work implementation, fulfill our territorial responsibilities, and make contributions to winning the battle against the epidemic. We will ensure the completion of the company's annual work plan for 2020 and contribute to the defense of our economy.
