Various methods, such as subsidies, post-construction subsidies, fiscal interest subsidies, and the establishment of industry investment funds, are being used to support the development of characteristic towns. This is especially true in the improvement of infrastructure and public services related to improving people's livelihoods, such as parking lots, rural hospitals, rural roads, and sewage treatment plants, which are currently lacking in rural areas or characteristic towns and can be promoted through the PPP model. Social entrepreneurs and social capital can save a lot of effort in these areas and need to work together with the government to promote them.
Zhou Kaibo emphasized that in creating demonstration projects for cooperation between new urbanization and the financial industry, it is essential to rely on finance to promote the basic construction, operation, and management of characteristic towns. This includes driving rural construction and the poverty alleviation strategy. The "Notice on Developmental Financial Support for Poverty Alleviation in Characteristic Towns" issued in January 2017 is implemented through the PPP model and precise poverty alleviation models to effectively improve the living environment, employment environment, and working environment of local residents and guide characteristic industries to enter characteristic towns.
